What does "Maximum (ultra)" mean?

It uses the strongest compression the ZIP format supports (DEFLATE level 9). The resulting .zip opens on any computer with no special software.

Why did my files barely get smaller?

Images, PDFs, video and audio are already compressed, so zipping them saves little. Compression helps most with text, code, and documents.

Can it make a RAR file?

No. RAR is a proprietary format that cannot be created in a web browser. This tool makes standard ZIP files, which open everywhere.
